Perhaps there was an era of "bad apples" that started this expansion and by the time Bright Mac and Pear Butter were foals, the damage had already been done (even though Granny Smith pribably had nothing to do with it) and there was basically a terminal fued between the Apple and Pear clans. I'd like to add a small proposal to the lore: Apple clan mares tend to have straight manes while Pear clan mares tend to have curley or wavey manes (like Pear Butter and OP pick: What's her name anyway? Cinnamon Pear?) What are the relative sizes of the Apple and Pear clans. I think overall (over wider geographic areas) they are the same size, but there were fewer Pears in the Ponyville area. Maybe that's why they couldn't snap up enough land to compete with the Apples.
