When the fuck have you seen this? I've literally only ever seen this rule used when someone is spamming some shit and getting repeatedly banned, if you say the exact same thing then mods assume you're just another proxy and slap you with 30 days. Or when someone openly posts "haha I just got banned" (thus obviously evading that ban).

No, but it gives grounds for handing out much longer bans on proxies of evading people, which makes it at least slightly more difficult to spam. If you have a cycle of proxies, you can't just reuse it every three days; you either need to get a new set of proxies, or you gotta wait a month.

I wouldn't expect that from the rules; banning loli is usually done for legal reasons, and 99% of jurisdictions don't consider foalcon to be CP (even in places like the UK it should be fine, I believe). Loli/shota means explicitly human underage girls and boys, not fillies and colts.
