Not exactly. From the Show Bible in regard to Twilight Twinkle/Sparkle:

(sic) Conditions which could not be found in a courtly life in Canterbury but only in Ponyville surrounded by the wonders of the world.
It does not say that she is going to be a princess. In fact, there were no specific princesses at all in the initial conception of the series, just one queen, Celestia. The "princess = wings + horn" notion grew during the show's run out of now-"Princess" Celestia and Luna having wings and horns. Twilight Twinkle/Sparkle was originally slated to become a powerful mage.
